Conditions
Use only 1, 2, 3, 4, 5, 8, 9 dots; 2, 4, 5, 6, 8, 9 bamboo; and white dragons. One Voided Suit is excluded.
How to build it
Separate allowed and forbidden tiles first. Discard outside the target while checking that four sets and a pair can still be completed.
